His Majesty's Government, a departure might be made from the instructions given on Page 21 of Major's Compendium, I was under a misapprehension as to the binding nature of thone instruations. In other words, I had failed to grasp that (to quote your despatch above-mentioned), "as our procedure in regard to the registration and protection of Anglo-Chinesi in China is not based on any legal or Treaty foundation, but on grounds of expediency and political considerations, we can presumably make such exceptions thereto as we see fit",

I need hardly say that I was aware of Yeap Seng Koon's elaim to British nationality under the British Nationality and Status of Aliens Act, 1914, as amended by the Act of 192 But I thought that, by the existing instructions, his

he was in China.

I take it that, in examining the claims of any individual case to exceptional treatment, His Majesty's Goverment would have regard, not only to the circumstances of the case, but also to the character of the individual concerned, and tà the fast of whether he were personally worthy of especial: sympathy and consideration.

If I am correct in this assumption, it would be well to bear in mind the following points with regard to Yeap Song Ison himself 1-

(a) Though ostensibly practising as a dentist, there is no doubt that he has for sometime been engaged in trafficking in opium, and, probably, other drugs.
